The Independent Electricity Market Operator of the Philippines (IEMOP) brought the energy sector together for its 2025 Market Participants Update (MPU) held last April 2 at the N Hotel in Cagayan de Oro City. This annual event is a vital platform for engagement and dialogue among key players in the Wholesale Electricity Spot Market (WESM), fostering a shared commitment toward transparent, efficient, and sustainable market operations.

This year’s MPU carried special significance as it returned to a regional venue, recognizing the vital role of stakeholders across the country, especially in Mindanao—in shaping the national energy landscape.

Re-centering the Energy Conversation Around the Consumer

One of the most resonant moments during the 2025 Market Participants Update was the call for a mindset shift delivered by National Electricification Administration (NEA) Administrator Antonio Mariano C. Almeda. In his keynote address, Almeda underscored the importance of anchoring every market participant’s strategies, innovations, and operations to meet the needs of the Filipino consumer.

“I would like to circle back and emphasize the need for all industry participants to adopt a consumer-centric approach, while it is understandable that we all have our own individual interest and responsibilities, we must always take to heart that we have a shared goal, to provide Filipinos with reliable and sustainable electricity” said Almeda.

This shift toward a consumer-centric approach is not just philosophical; it’s strategic. It aligns with ongoing reforms in the Retail Competition and Open Access (RCOA) framework and with the growing adoption of digital tools that allow for more personalized and transparent energy services. As participants look ahead, the challenge lies in balancing operational excellence with empathetic energy delivery, because at the end of every transmission line is a family, a business, or a community relying on the promise of power.

Market Trends and Key Takeaways: A Snapshot of the Power Landscape

In a data-rich presentation by Mr. Isidro E. Cacho, Vice President for Trading Operations at IEMOP, market participants were given an overview of critical developments in the power sector. Cacho outlined current market dynamics, infrastructure milestones, and the broader transition toward renewables—all pivotal factors shaping the direction of the Philippine energy market.

The continued push for Retail Competition and Open Access (RCOA), Green Energy Option Program (GEOP), and Retail Aggregation Program (RAP) was highlighted, with a clear goal to empower consumers and improve access to green energy.

We see clear momentum, increased switching under RCOA, and the activation in the REM in December 2024 has opened more pathways for compliance efficiency, sustainability, and customer choice,” Cacho said

This holistic update underscored IEMOP’s commitment to both transparency and market evolution. With data driving policy and infrastructure, stakeholders are now better positioned to make agile decisions in an increasingly dynamic energy environment.

Bridging the Market: Mindanao’s Strategic Role in a Unified Grid

The decision to host the Market Participants Update (MPU) in Cagayan de Oro is both symbolic and strategic, underscoring the growing significance of Mindanao in the country’s evolving energy landscape. With the completion of the Mindanao-Visayas Interconnection Project (MVIP), the island’s integration into the national grid signals a new era of regional collaboration and market participation. With improved access to a larger power pool, stakeholders in Mindanao are increasingly positioned to influence pricing, supply stability, and long-term market dynamics.

With the completion of the MVIP, our electricity sector entered a new era,” said Lt. Gen. Ralph Villanueva (Ret.), Chairman of IEMOP. “We are seeing firsthand the benefits of a more integrated, competitive, and flexible power system—where capacity from one island supports the reliability of another, and where price signals guide better decision-making across the entire value chain.

This integration not only enhances grid reliability but also opens new opportunities for market participation and investment in the region, particularly in renewable energy and ancillary services.

Looking Ahead

As the Philippine energy sector continues to undergo digital transformation, liberalization, and decarbonization, IEMOP’s MPU remains a cornerstone of market transparency and collaboration. Through continuous learning, meaningful dialogue, and technological advancements, IEMOP reinforces its commitment to maintaining a dynamic and inclusive electricity market for all.
